How We Helped American Promise Win Real Legislative Results Through Smarter Outreach

Jul 29, 2026 — 7MIN READ

A national constitutional reform organization, a platform that couldn’t connect to their data, and a P2P texting tool that finally gave organizers the power to move legislators.

About American Promise

American Promise is a national, nonpartisan advocacy organization working to pass the 28th Amendment to the U.S. Constitution, a measure to end unlimited money in politics and restore the voice of everyday citizens in the democratic process. With organizing teams spanning the country, they run legislative campaigns, petition drives, and large-scale supporter mobilizations year-round.

For an organization whose power comes entirely from constituent pressure on legislators, the ability to reach thousands of supporters quickly and move them to action is not a nice-to-have. It is the whole operation. The platform they run on is a frontline resource.

We have had the privilege of partnering with their Director of Mobilization since they chose CallHub. This is their story.

The Problem:

Disconnected Tools that pulled organizers from the work that builds power

The Integration Gap

Before CallHub, American Promise managed outreach through a platform that created serious structural friction. The core problem was simple but costly: their previous platform did not integrate with L2, the national voter data provider, or Salesforce, their CRM.

Without native connections to those systems, every campaign started with a manual pipeline. Pull the list ->Export ->Clean ->Re-upload.

By the time outreach was ready to launch, the data was already aging. For a team spending roughly 25 to 50 % of their time on administrative work instead of actual outreach, the overhead was unsustainable.

“The biggest challenge we were facing, and the main reason we switched vendors, had to do with the backend features and integration. Our previous platform did not integrate with L2 or Salesforce. That integration has saved us a ton of time.”Director of Mobilization, American Promise

Organizers Buried in Admin

The data infrastructure problem was compounded by a day-to-day experience that pulled organizers away from the work that builds power. With up to half of team capacity absorbed by campaign setup, list management, and reporting, time for meaningful constituent conversations was a scarce resource.

The decision to find a new platform was initiated by the Campaign and Organizing Director. The evaluation was thorough. American Promise reviewed Impactive, Scale to Win, i360, and Hustle before making a final choice.

What the Old Platform Held Them Back From

  • No CRM integration. Without a native connection to Salesforce or L2, every campaign required a full manual export-clean-import cycle before a single message could be sent.
  • Aging data by launch time. Lists built days before a campaign reflected membership from days before. In fast-moving legislative moments, that lag had real consequences.
  • Admin consuming campaign capacity. Up to 50% of team time was absorbed by setup and list management, leaving less bandwidth for the conversations that build legislative pressure.
  • Limited feature set. The previous platform lacked the P2P texting depth and broadcast capabilities that American Promise’s multi-channel campaigns required.

The Decision: One Platform That Checked Every Box

The evaluation came down to three factors:

IntegrationdepthFeaturesetCost

CallHub checked all three. Native connections to L2 and Salesforce eliminated the manual prep pipeline. The feature set covered everything American Promise needed for legislative and petition work. And the pricing was significantly more favorable than the alternatives they reviewed.

The team embraced it immediately. There was no lengthy retraining cycle, no staff quietly reverting to old habits. From day one, adoption was clean.

How We Helped American Promise Scale Their Impact

P2P Texting: The Feature That Changed Everything

Peer-to-peer texting was the single most important capability for American Promise’s organizing model. P2P offers something broadcast messaging cannot: two-way conversations between volunteers and supporters at scale. For legislative campaigns, that difference is the difference between noise and pressure.

The result in practice was a mobilization moment the team still talks about.

“During one text bank, we were able to send tens of thousands of texts and mobilize hundreds of people to take action in support of a state legislative campaign. We later heard from legislators how much this outreach impacted their decision.”Director of Mobilization, American Promise

For American Promise, the impact of P2P texting was not just reach. It was constituent pressure that legislators heard and acknowledged.

CRM Integration: Always-Current Lists, Zero Manual Work

With native integrations to both Salesforce and L2, American Promise eliminated the manual data pipeline entirely. Lists are built directly inside CallHub using always-current data. No CSV exports. No re-uploads. No lists that age between build and launch.

The time this freed up was not abstract. It went directly back to organizers and to the conversations that build power, not the data plumbing underneath them.

Adoption That Sticks

American Promise’s team embraced CallHub immediately. No extended retraining cycle. No staff reverting to workarounds. The platform was intuitive enough that the transition happened without friction, which matters for an organizing team that can’t afford to lose momentum between campaigns.

The Results

The most significant result is not captured cleanly in a number. It is that legislators heard from American Promise’s members and changed their calculus. A single text bank mobilized hundreds of supporters to take action on a state legislative campaign. The follow-through was real enough that legislators said so directly.

For an organization whose model is built on constituent pressure, that direct acknowledgment from legislators was the clearest measure of the campaign’s effect.

What American Promise Can Do Now That Simply Was Not Possible Before

  • Connect outreach directly to CRM data. Salesforce and L2 sync natively into CallHub, so lists are always current and campaigns launch without a manual prep stage.
  • Run P2P texting at legislative scale. Tens of thousands of texts in a single bank, with the two-way conversations that move supporters to contact their legislators.
  • Reclaim organizer time for real outreach. Admin overhead dropped from up to 50% of team capacity, freeing the hours that matter for relationship-building and constituent engagement.
  • Measure impact and grow the supporter base. Campaigns that once required multi-step manual work now generate petition signers and supporter mobilizations with far less friction.

The Bigger Picture

We asked the Director of Mobilization what they would tell another advocacy leader who was evaluating outreach tools. The answer captured something important about what it means to run a legislative campaign on limited resources.

“It transformed how we organize. We can do more with less.”Director of Mobilization, American Promise

Doing more with less is the organizing reality for most advocacy teams. The margin for inefficiency is narrow, and platforms that absorb half of staff time in admin work become a structural constraint on the campaign itself. For American Promise, removing that constraint meant organizer hours went back where they belong: into the conversations that move legislation.

What’s Next for American Promise on CallHub

We are excited to keep partnering with American Promise as they deepen their organizing infrastructure. Here is what is in the pipeline:

  • Expanded P2P texting programs. Building on the success of their legislative text banks, American Promise plans to expand two-way texting across more campaigns and supporter segments.
  • Deeper CRM integration. Further developing the Salesforce and L2 sync to support more targeted list-building and real-time outreach updates.
  • Broader volunteer mobilization. Scaling text bank capacity and volunteer coordination to support upcoming petition drives and legislative pushes.
